MEMORANDUM TO BE SIGNED WITH IMF THIS MONTH

Chisinau, November 8 (INFOTAG). Moldova will sign a new
memorandum with the International Monetary Fund yet before the
end of November, National Bank Governor Leonid Talmaci told.

The IMF mission, that paid a visit to Chisinau in late October,
worked out their conclusions to be submitted to various IMF
Departments for consideration and approval.

Mr Talmaci is not ruling out that some details will have to be
added or/and stipulated more precisely during the consideration,
although all principal moments pertaining to the NBM's monetary
and credit policy -- the leu's exchange rate, rate of inflation,
macro-economic parameters -- have been approved by the IMF
experts.

The NBM governor remarked with satisfaction that all this was
achieved in conditions when the central bank had to render
assistance to the Government in its external repayments.

As is known, Moldova has been living without foreign funding
since last November, and throughout the year 2000 the Braghis
Cabinet has been effecting its compulsory foreign commitments
with the help of the Budget means and NBM money.

Leonid Talmaci emphasized that during the past 12 months that
were so critical for the Government, the National Bank has
managed to preserve its hard-currency reserve in quite a good
shape.

"As on late October, the gross currency reserve stood at $196
million and the net reserve -- at $34 million", the governor
explained.

According to our data, the NBM spent $21 million from its
reserve to back the Government in its foreign settlements.

However, despite the reserve reduction, the National Bank
resorted, in early autumn, to such an unexpected liberalization
measure as cancellation of the compulsory reservation of
commercial banks' means.

Now the banks are only supposed to declare thrice a month the
availability of compulsory-reserve means on their correspondence
accounts in the National Bank. For comparison: before, they
were supposed to constantly keep this money in the NBM.

So, the central bank and its governor Talmaci have once again
demonstrated their ability to conduct a consistent, correct
monetary and credit policy in the complicate economic conditions
of Moldova.

A new proof to this are the NBM's basic financial indicators for
2001 which, inmost parameters, have completely coincided with
the indicators being forecast for Moldova by the International
Monetary Fund.

МЕМОРАНДУМ С МВФ МОЛДОВА ПОДПИШЕТ ДО КОНЦА НОЯБРЯ 2000 ГОДА

Кишинев, 8 ноября. (ИНФОТАГ). Меморандум с Международным валютным фондом (МВФ) Молдова подпишет до конца ноября 2000 г., - заявил президент Национального банка Леонид Талмач.

В Талмач не исключает, что в ходе утверждения могут возникнуть дополнительные уточнения. Хотя, по его словам, все принципиальные вещи, касающиеся денежно-кредитной политики Нацбанка - курса лея по отношению к СКВ и уровня инфляции, а также макроэкономических индикаторов.

Президент Нацбанка не скрывает удовлетворения по поводу того, что всего Леонид Талмач акцентирует внимание на том, что за "На конец октября валютные резервы брутто составляли $196 млн., а валютные резервы нетто - $34 млн.", - сказал Талмач.

По сведениям "ИНФОТАГ", валютные резервы нетто Нацбанка уменьшились на $21 млн., которые пришлось потратить на обязательные выплаты по внешним кредитам. Однако несмотря на снижение резервов нетто Нацбанк в начале осени прибегнул к такой неожиданной либерализационной мере, как отмена обязательного резервирования средств коммерческих банков.
Теперь банки лишь три раза в месяц показывают наличие средств в виде обязательных резервов на своих коррсчетах в Нацбанке. 

Нацбанк в лице его президента Леонида Талмача в очередной раз с 1993 г. продемонстрировал МВФ свою способность в непростых условиях для молдавской экономики, проводить последовательную и корректную денежно-кредитную политику.

Свидетельством тому стали основные финансовые индикаторы Нацбанка на 2001 г., которые по большинству параметров полностью совпали с показателями, прогнозируемыми на будущий год для Молдовы МВФ.
