RICHARD HAAS: REVISION OF THE LAW ON PRIVATIZATION OF WINE AND TOBACCO INDUSTRY ENTERPRISES WILL AFFECT THE RELATIONS OF IMF WITH THE REPUBLIC OF MOLDOVA

The Mission of the International Monetary Fund (IMF), which is on a
monitoring visit to Chisinau, reconfirmed availability to negotiate with the
new leadership of the Republic of Moldova the conditions for disbursement of
the third tranche, in value of 12 million dollars, from the credit of 142
million dollars offered in the frames of the Poverty Reduction and Growth
Facility mechanism, AP FLUX informs.

Advisor in the European II Department of the IMF, Richard Haas, declared in
a press conference on Wednesday that IMF is pleased with the activity of the
Government in the first trimester of the year 2001, but is worried of the
economic policy of the new Executive. "There are several points in the
Memorandum, which have not been fulfilled, due to the change of the Cabinet
of Ministers. As they are accomplished, and the new Government will be
fully appointed, we will be ready to start more serious negotiations",
Richard Haas stated.

In this connection, prime minister Vasile Tarlev confirmed availability of
the new Government to fulfill all stipulations of the Memorandum of economic
and financial policies, signed in the year 2000. Tarlev assured that the
relations of the new Government with IMF will be more efficient and at a
"much higher level", in comparison to the previous Executive.
Asked if the Government will respect the conditions of the Memorandum on
privatization of enterprises from the wine and tobacco industries, the prime
minister said that the Executive "will put to privatization all prepared
objectives, as a result of which the Republic of Moldova will have to gain".
"It is not about the state control over enterprises. The only alternative
we accept and respect cannot be creation of joint enterprises", premier
Tarlev also stated.

In relation to this, head of the IMF Mission declared that an eventual
modification of the privatization concept for "Moldtelecom" and revision of
the law on privatization of enterprises from wine and tobacco industry will
affect the relations of IMF with the Republic of Moldova. "Important is
that privatization takes place correctly and transparently, what would
maximize the income to the budget and would increase the number of
strategic investors", Richard Haas also said.

To be mentioned that the next IMF mission to the Republic of Moldova is
expected at the end of July.

AP FLUX specifies that the first two tranches of this credit, of 12 million
dollars each, were disbursed on December 29th of the year 2000, and
February 23rd of the year 2001 respectively, AP FLUX also informs.


RICHARD HAAS: REVIZUIREA LEGII CU PRIVIRE LA PRIVATIZAREA INTREPRINDERILOR DIN INDUSTRIA VINULUI SI CEA A TUTUNULUI VA AFECTA RELATIILE FMI CU REPUBLICA MOLDOVA

Misiunea Fondului Monetar International (FMI), aflata intr-o vizita de monitorizare la Chisinau, si-a reconfirmat disponibilitatea de a negocia cu noua conducere a Republicii Moldova conditiile de disbursare a celei de-a treia transe, in valoare de 12 milioane USD, din creditul de 142 milioane USD, acordat in cadrul mecanismului de reducere a saraciei si de crestere economica.

Consilierul in Departamentul Europa II al FMI, Richard Haas, a declarat miercuri, la o conferinta de presa, ca FMI este multumit de activitatea Guvernului in primul trimestru al anului 2001, dar este ingrijorat de politica economica a noului Executiv. "Sunt cateva puncte din Memorandum, care nu au fost indeplinite, din cauza schimbarii Cabinetului de Ministri. Dupa ce ele vor fi realizate, iar noul Guvern va fi desemnat in totalitate, vom fi gata sa incepem negocieri mai serioase", a afirmat Richard Haas.

In acest context, prim-ministrul Vasile Tarlev a confirmat disponibilitatea noului Guvern de a indeplini toate prevederile Memorandumului de politici economice si financiare, semnat in anul 2000. Tarlev a dat asigurari ca relatiile noului Guvern cu FMI vor fi mai eficiente si la "un nivel mult mai inalt" decat cele ale Executivului anterior.

Intrebat daca Guvernul va respecta conditiile Memorandumului referitoare la privatizarea intreprinderilor din industria vinului si cea a tutunului, prim-ministrul a spus ca Executivul "va supune privatizarii doar obiectele pregatite, de pe urma carora va avea de castigat Republica Moldova". "Nu este vorba de controlul statului asupra intreprinderilor. Singura alternativa care este acceptata si sustinuta de noi poate fi cea de creare a intreprinderilor mixte", a mai afirmat premierul Tarlev.

In legatura cu aceasta, seful misiunii FMI a declarat ca o eventuala modificare a conceptiei de privatizare a "Moldtelecom"-ului si a revizuirii Legii cu privire la privatizarea intreprinderilor din industria vinului si cea a tutunului va afecta relatiile FMI cu Republica Moldova. "Important e ca privatizarea sa fie facuta intr-un mod corect si transparent, care ar maximaliza veniturile la buget si ar spori numarul investitorilor strategici ", a spus Richard Haas.

De mentionat ca urmatoarea misiune a FMI este asteptata in Republica Moldova la sfarsitul lunii iulie.

Primele doua transe din creditul FMI, a cate 12 milioane USD, au fost disbursate la 29 decembrie 2000 si, respectiv, 23 februarie 2001.
