IMF REQUESTS TO BE CONSULTED BY CHISINAU CABINET FOR 
ADOPTION OF DECISIONS ON RISE IN BUDGETARY EXPENSES

Chisinau, May 11 /Moldpres/ - An essential change of the
social policy of the Chisinau Cabinet and an increase in the
budgetary expenditures without a preliminary consultation of the
International Monetary Fund would affect negatively Moldova's
relations with the respective body, and there is even the risk of
an interruption of the cooperation.

IMF Resident Representative in Chisinau Hassan Al-Atrash
made statements on the matter at a Friday meeting with Moldovan
Deputy Premier for social problems Valerian Cristea.

The IMF Representative requested explanation on account of
the statements made by the new governors of Chisinau on the
intention to rise the number of beneficiaries of nominal targeted
compensations, to increase the pensions and salaries, to reduce
the electricity rates for several disadvantaged categories of the
population.

Hassan Al- Atrash said that the ties between Moldova and the
IMF are "at a crucial moment" at present. He also said that their
future depend on the policies and concrete actions the Moldovan
authorities are to carry out during the next several weeks.

Al-Atrash criticized the fact that IMF's opinion was not
required before the adoption of a law on giving allowances to war
veterans, with the law needing expenses worth over MDL 60
million, which are not provided for in the budget.

The IMF is not against the help of veterans, but any law of
the kind must have financial covering, the IMF official
underscored. Otherwise, either arrears will emerge, or the
Governmment will have to borrow loans from the National Bank,
which will lead to a rise in inflation, the quoted source said.

Hassan Al-Atrash said that the IMF wishes to cooperate with
Moldova, and is ready to continue the crediting in concessional
conditions under the Poverty Reduction and Growth Facility, and
to support Moldova for the rescheduling of the foreign debt
through the Paris Club.

The IMF, insists, however, on the fulfillment of the
provisions of the Memorandum signed with the Chisinau Cabinet,
and requests to be consulted in case of deviations from the
agreed programme.


FMI SOLICITA SA FIE CONSULTAT DE GUVERNUL DE LA CHISINAU LA ADOPTAREA DECIZIILOR DE MAJORARE A CHELTUIELILOR BUGETARE

Modificarea esentiala a politicii sociale a Guvernului de la Chisinau si sporirea cheltuielilor bugetare, fara o consultare prealabila a Fondului Monetar International, ar afecta negativ relatiile Republicii Moldova cu institutia respectiva, existand chiar riscul intreruperii colaborarii.

Declaratii in acest sens a facut vineri reprezentantul permanent al FMI la Chisinau, Hassan Al-Atrash, la intrevederea cu vicepremierul pentru probleme sociale, Valerian Cristea.

Reprezentantul FMI a solicitat unele explicatii in legatura cu declaratiile noilor guvernanti de la Chisinau privind intentia de a spori numarul de beneficiari de compensatii nominative, a majora pensiile si salariile, a reduce tarifele la energia electrica pentru unele categorii defavorizate de populatie.

Hassan Al-Atrash a atentionat ca relatiile dintre Moldova si FMI sunt in prezent la "o rascruce" si viitorul lor depinde de politicile si actiunile concrete pe care le vor promova in urmatoarele cateva saptamani autoritatile moldovene.

Al-Atrash a criticat faptul ca nu a fost solicitata parerea FMI inainte de adoptarea legii privind acordarea unor indemnizatii veteranilor de razboi, lege care necesita cheltuieli de peste 60 mln de lei, neprevazute de buget.

FMI nu este impotriva ajutorarii veteranilor, dar orice lege de acest fel trebuie sa aiba acoperire financiara. In caz contrar, ori se vor forma restante, ori Guvernul va fi nevoit sa ia imprumuturi de la Banca Nationala, ceea ce va conduce la cresterea inflatiei, a spus sursa citata.

Hassan Al-Atrash a remarcat ca FMI doreste conlucrare cu Moldova, fiind dispus sa continue creditarea in conditii concesionale in cadrul mecanismului de reducere a saraciei si crestere economica si sa sustina Moldova in restructurarea datoriei externe prin Clubul de la Paris. Dar FMI insista asupra indeplinirii clauzelor Memorandumului semnat cu Guvernul de la Chisinau si solicita sa fie consultat in cazul unor unor devieri de la programul convenit.
