CHISINAU SPEAKER, IMF MISSION CHIEF DISCUSS IMPLEMENTATION
OF MEMORANDUM

Eugenia Ostapciuc met Thursday with Richard Haas, advisor in IMF's
European II Department, to discuss the implementation of the
December 2000 memorandum between Chisinau and the Fund.

According to a press release issued by the legislature, "the
dialogue was centered on prospects to fulfill the memorandum
signed by the Moldovan government and the International Monetary
Fund."

Ostapciuc underlined "the need to negotiate some amendments to this
document in accordance to the working program of the new
government and Moldova's social-economic realities," a fact which,
according to speaker, does not mean that Chisinau would refuse to
cooperate with the international lenders.

In order to persuade the IMF official that the legislature
stimulates the relations with the creditors, Ostapciuc said that "a
total of 14 documents referring to the memorandum, mostly already
accepted in the first reading, were included on the working agenda
of the last days of the current session." Laws on the free
enterprise zone and pledge were included among these 14 documents,
reads the press release.

Chisinau papers on Thursday quoted President Vladimir Voronin as
saying at a meeting to retirees that Moldova "could exist without
the loans used by the international banks to cheat beneficiaries
like goats are waved with a cabbage above the nose."

A new IMF mission, headed by Richard Haas, advisor in IMF's European
II Department, is expected on July 25 in Chisinau. The main tasks of
the mission is assessment of the recent economic and financial
developments, and progress in fulfillment of the IMF-funded program,
particularly the measures under the Memorandum on Economic and
Financial Policies.
 


PRESEDINTELE LEGISLATIVULUI DE LA CHISIN¸U S-A INTRETINUT
CU SEFUL MISIUNII FMI SOSIT INTR-O VIZITA DE EVALUARE IN
REPUBLICA MOLDOVA

Republicii Moldova, Eugenia Ostapciuc, a avut astazi o intrevedere cu
Richard Haas, director regional la Fondul Monetar International, care a
sosit la Chisinau intr-o vizita de evaluare in fruntea unei delegatii
de experti.

Potrivit unui comunicat al serviciului de presa al
Legislativului, "dialogul s-a axat pe perspectivele implementarii
Memorandumului semnat de Guvernul moldovean cu aceasta institutie
financiara internationala".

Seful Legislativului moldovean a subliniat "necesitatea negocierii unor
modificari in acest document in conformitate cu programul de activitate
al noului Guvern si reiesind din realitatile social-economice din R.
Moldova", ceea ce, potrivit Eugeniei Ostapciuc, nu inseamna ca
autoritatile de la Chisinau nu ar dori sa colaboreze cu institutiile
creditar-internationale.

Ca sa-l convinga pe oficialul de la FMI ca Legislativul incurajeaza
relatiile cu creditorii, Ostapciuc s-a referit la faptul ca
"in agenda sedintelor plenare pentru ultimele zile din cadrul sesiunii
curente au fost incluse 14 documente ce tin de implementarea
memorandumului cu FMI", majoritatea fiind acceptate deja in prima
lectura. Printre acestea sunt legile cu privire la zonele
antreprenoriatului liber si cu privire la gaj,
se arata in comunicatul serviciului de presa al Legislativului
citat de BASA-press.

Presa de astazi a invocat cea mai recenta declaratie a presedintelui
Voronin ce vizeaza relatiile autoritatilor de la Chisinau cu creditorii
externi. Potrivit presei, Voronin ar fi declarat chiar ieri, in cadrul
intrevederii cu un grup de veterani, ca R.Moldova poate exista si fara
creditele care sunt folosite de "bancile internationale" pentru a-i
ademeni pe beneficiari ca pe niste tapi carora li se flutura morcovul pe
sub nas.
