AL-ATRASH: MOLDOVAN-RUSSIAN GAS AGREEMENT COMPROMISED
IMF ASSISTANCE FOR TARLEV'S GOVERNMENT

Chisinau-28.02.2002/12:10:14/(BASA-general) Hassan Al-Atrash, the
outgoing resident representative of the International Monetary Fund
to Moldova, has confirmed that the 2001 gas agreement between
Moldova and Russia determined the western creditors to hold back
the financial assistance for the government of Premier Vasile
Tarlev.

In an interview with the Russian-language paper Kishineovsky
Obozrevatel. Al-Atrash said, "When a new government was formed last
April, there appeared doubts concerning the economic program of the
new authorities, in particular the popilist measures. Those doubts
were behind and everything seemed alright until November.
Practically, all conditions were fulfilled.

"However, two days before the IMF Board of Directors was to study
the request for further assistance, Moldova signs with Russia a new
gas supply agreement, in which Chisinau assumed state guarantees.
In the light of this event, we were unable to accept that request."

Hassan Al-Atrash says he had had constructive relations with the
three previous governments while he worked in Chisinau and is
confident that the Tarlev government may finally win the promised
loans, but he must first settle the problem with the gas agreement.

Premier Vasile Tarlev stated on Wednesday that the Moldovan-Russian
a new protocol would be added to the gas agreement and the IFM
would no longer hold objections to refuse assistance.

Chisinau-28.02.2002/10:43:14/(BASA-general) Hassan Al-Atrash, rezidentul FMI la Chisinau care si-a incheiat misiunea, confirma, intr-un interviu acordat saptamanalului de limba rusa "Kisiniovski obozrevatel", rezervele creditorilor occidentali fata de acordul privind livrarile de gaze rusesti incheiat la sfarsitul anului trecut de Executivul de la Chisinau.

Dupa ce in aprilie 2001 a fost ales un nou guvern "au existat anumite indoieli in privinta programului economic al Executivului, in ceea ce priveste posibilii pasi populisti. Dar aceste probleme foarte rapid au fost depasite si in noiembrie 2001 totul parea a fi normal. Practic a fost indeplinit totul ce era necesar", spune rezidentul FMI. "Dar cu numai doua zile inainte de a expedia demersurile respective pe adresa Consiliului directorilor conducerea Moldovei a semnat cu partea rusa acordul privind livrarile de gaze, care prevede garantii de stat. In consecinta noi nu am putut da curs acestor demersuri adresate Consiliului directorilor".

Hassan Al-Atrash spune ca a avut relatii constructive cu toate cele trei guverne cu care a colaborat in perioada de exercitare a mandatului si s-a declarat convins ca guvernului Tarlev in cele din urma i se for acorda imprumuturile promise, dar intai de toate trebuie sa fie solutionata problema conditiilor de livrare a gazelor. 

Ieri premierul Tarlev a declarat ca acordul cu Rusia privind livrarile va fi retractat printr-un protocol aditional, dupa care nu vor mai exista motive pentru stoparea creditarii promise de FMI.
