IMF WILL CONTINUE SUPPORTING MOLDOVA,
IF CHISINAU CONTINUES REFORMS - IMF OFFICIALS

Chisinau-19.12.2002/09:32:40/(BASA-economic) The International
Monetary Fund will continue crediting Moldova and supporting the
restructuring of its debts via the Paris Club, if Chisinau continues
the market-oriented reforms, IMF managing director Horst Kohler
stated during a meeting with Moldovan President Vladimir Voronin,
who is on a working visit to the United States.

National Radio quoted Voronin as saying that the Moldovan
authorities would fulfill all provisions of the Memorandum on
Economic and Financial Policies.

The president also promised to help resolve "the most difficult
problems" related to the preshipment inspection of imports. On
December 13, the parliament passed in the first reading a draft law
on preshipment inspection and "soon" it will be adopted in the final
reading, said Voronin.

The IMF Managing Board intended to approve in mid-December a
a new disbursement in the amount of 25 million dollars from the
110.88-million-SDR credit (147 million dollars) within the
Poverty Reduction and Economic Growth mechanism, but the decision
has been postponed for mid-January because of the busy agenda.

Since the IMF postponed the credit, Chisinau has not hurried to
fulfill the Fund's conditions, including the adoption of a law on
preshipment inspection. The conditions were due to be fulfilled
by December 6.

Chisinau press reports quoted on Wednesday Deputy Finance Minister
Mariana Durlesteanu as saying that an IMF mission was expected in
Chisinau in early 2003 to discuss with Moldovan officials the
possibility to review the programme with the Fund and to
recalculate the financial deficit of Moldova.

The reports also said World Bank Chairman James Wolfensohn told
President Voronin that Moldova was the only World Bank member
country to enjoy concessions from the Bank.

During the meeting, the two officials mainly discussed
possibilities to improve the business climate in Moldova, and the
government's unfriendly actions toward Union Fenosa. The World
Bank suggested the Moldovan authorities to convoke "a round table"
with the participation of Union Fenosa, International Financial
Corporation and European Bank for Reconstruction and Development -
institutions that have offered a total of 50 million dollars in
credit to Union Fenosa. It also pleaded for an invitaion to the
Investments Guarantee International Agency. Participants in this
meeting have to clarify their opinions and to discuss the
agreements with the government.

REFORMELOR, SUSTIN OFICIALI DE LA FONDUL MONETAR

International va continua creditarea Moldovei si ii va acorda suport
in procesul de restructurare a datoriilor prin intermediul Clubului
de la Paris cu conditia continuarii reformelor de piata, a declarat
Horst Kohler director executiv al Fondului in cadrul intrevederii cu
presedintele Vladimir Voronin, aflat in SUA intr-o vizita oficiala,
comunica Radioul National, citat de BASA-press.

Voronin a dat asigurari ca autoritatile moldovene vor indeplini
toate clauzele Memorandumului privind Politicele Economice si
Financiare.

Seful statului a spus ca va fi solutionata "cea mai complicata
problema", realizarea inspectiei inainte de expeditie a marfurilor
importate. Proiectul de lege cu privire la inspectia inainte de
expeditie a fost votat in prima lectura la 13 decembrie si "in
curand" va fi adoptat in lectura definitiva.

Consiliul de directori al FMI preconiza sa aprobe o decizie privind
urmatoarea transa in suma de circa 25 mln USD din creditul in valoare
de 110,88 mln DST (147 mln USD) in cadrul Mecanismului de Reducere a
Saraciei si Crestere Economica la mijlocul lunii decembrie, insa
din cauza suprasolicitarii agendei, chestiunea privind imprumutul
pentru R.Moldova a fost amanata pentru mijlocul lunii
ianuarie 2003.

Dupa ce a fost amanata alocarea imprumutului, Chisinaul nu se grabeste
sa indeplineasca conditiile convenite cu FMI, inclusiv adoptarea
legii cu privire la expeditie, conditii pe care urma sa le
indeplineasca pana la 6 decembrie.

Miercuri mediile de la Chisinau au scris cu referire la Mariana
Durlesteanu, prim-viceministru al Finantelor, ca o misiune a FMI
urmeaza sa soseasca la inceputul anului viitor la Chisinau pentru a
discuta cu oficialitatile moldovene revizuirea programului cu Fondul
si recalcularea deficitului financiar cu care se confrunta
Moldova.

Presa a mai scris ca presedintele Bancii Mondiale, James Wulfensohn, a
declarat in cadrul intrevederii cu presedintele Voronin ca Moldova
este singura tara-membra a Bancii Mondiale, careia BM ii face
unele concesii.

In cadrul intrevederii au fost examinate, in particular, aspecte ce
tin de imbunatatirea climatului de afaceri in Moldova, inclusiv unele
atitudini fata de compania Union Fenosa. BM a propus ca Guvernul
RM sa convoace o "masa rotunda" cu participarea reprezentantilor
companiei, precum si ai Corporatiei Financiare Internationale si ai
BERD-ului, care au oferit companiei UF un credit de 50 mln USD, si
ai Agentiei Internationale pentru Garantarea Investitiilor (MIGA). хn
sedinta respectiva urmeaza sa fie elucidate divergentele aparute,
clarificate unele momente din contractul de vanzare-cumparare.
