IMF HAD INFORMED THE GOVERNMENT FROM CHISINAU
ABOUT ITS POSITION REGARDING LEGALIZATION OF PRE-SHIPMENT INSPECTION

Several weeks ago, the International Monetary Fund had informed the Government about its position on reintroduction of pre-shipment inspection on imported goods, AP
FLUX informs.

Sources from the Government communicated for AP FLUX that IMF insists on
legalization of inspection and believes that this service must be offered by a
single company. "IMF believes that if the inspection is performed by several
companies, the quality and efficiency of the customs control will be of a very low
quality, and the getting of true information about imported goods will be
problematic", specified the sources.

On Wednesday, at the sitting of the parliamentary Committee for economy,
industry, budget and finances, vice president of the committee, Communist Victor
Ciobanu, declared that "the law draft on pre-shipment inspection cannot be
examined because IMF did not inform the Government about its position in regard to
this issue", adding that the draft will be discussed only after the Executive
finds out the IMF position.

According to information presented by deputy minister of Economy, Marian Lupu, at
one of the sittings of Parliament's specialized committee, the Executive pleads
"for demonopolization of pre-shipment inspection of goods and assignment of
companies that offer such services through competition". At the same time, the
Government proposes the elaboration of an annual program for pre-shipment
inspection and its approval by Legislature together with the State Budget Law.

The inspection of imported goods is one of the IMF conditions for crediting
resumption for the Republic of Moldova, AP FLUX also informs.

Fondul Monetar International a informat, acum cateva saptamani, Guvernul
Tarlev despre pozitia sa in problema reintroducerii inspectiei ininte de
expeditie a marfurilor importate, informeaza AP FLUX.

Surse din cadrul Guvernului au comunicat pentru AP FLUX ca FMI insista
asupra legiferarii inspectiei marfurilor si considera ca acest serviciu trebuie
sa fie prestat de o singura companie. "FMI considera ca in cazul cand inspectia
va fi efectuata de mai multe companii, calitatea si eficienta controlului vamal
va fi la un nivel foarte redus, iar obtinetrea unei informatii veridice despre
marfurile importate va fi problematica", au precizat sursele.

Miercuri, in cadrul sedintei Comisiei parlamentare pentru economie,
industrie, buget si finante, vicepresedintele comisiei, comunistul Victor
Ciobanu, a declarat ca "proiectul de lege cu privire la inspectia inainte de
expeditie nu poate fi examinat, deoarece FMI nu a informat Guvernul despre
pozitia pe care o are in aceasta problema", adaugand ca proiectul va fi discutat
doar dupa ce Executivul va cunoaste pozitia FMI.

Potrivit unei informatii prezentate de ministrul adjunct al Economiei,
Marian Lupu, la una din sedintele comisiei de profil a Parlamentului, Executivul
este in continuare "pentru demonopolizarea inspectiei inainte de expeditie a
marfirilor si desemnarea companiilor prestatoare de asemenea servicii prin
concurs". In acelasi timp, Guvernul propune elaborarea unui program anual pentru
inspectia inainte de expeditie si aprobarea acestuia de catre Legislativ in
paralel cu legea Bugetului de stat.

Inspectarea marfurilor importate este una din conditiile FMI pentru
reluarea creditarii Republicii Moldova, informeaza AP FLUX.
