MOLDOVA FAILING TO MEET PRELIMINARY ACTIONS PREVIOUSLY AGREED WITH IMF, MISSION SAYS

Monetary Fund (IMF) mission led by Marta Castello-Branco, assistant
director of the IMF's European Department II and chief negotiator
for Moldova, closed Wednesday a two-week visit to Chisinau without
reaching any final agreement with the government.

"The preliminary conditions, included in the draft Memorandum of Economic and Financial Policies agreed with the Fund, have not been fulfilled, the resident representative of the IMF Country Office in Moldova, Edgardo Ruggiero, told a news conference.

The Fund's experts had reservations toward policies related "to the
business environment and fiscal situation." Castello-Branco stated
that the talks between the mission and Chisinau were the most
difficult over the last years.

"The preshipment inspection is not the only reason for which we
failed to reach any agreement," she said. "We studied the whole
programme and we established that some decisions fail to take into
account the economic aspect and we cannot recommend the Managing
Board to consider the disbursement of the next tranche," she
stressed.

In her opinion, some decisions already passed, or which are still
examined, are not covered financially. Castello-Branco referred
to the administrative-territorial reform and plans to increase
salaries for state functionaries. The chief negotiator for Moldova
criticized the authorities for the fact that the 2003 budget did not
include any funds for this reform. "Is this a priority for a poor
country?", she asked.

Asked when the IMF could discuss the disbursement of the 25-million-
dollar tranche from the Fund's credit for Moldova, Castello-Branco
said that the Fund was ready to earmark the money in December 2002,
but Chisinau then had failed to honour its commitments. "We are
still waiting for the Moldovan authorities to fulfill the
conditions. The ball is on their field. Everything depends now on
the government," she said.

"The problem I am talking about involves political decisions and we
do not believe we could reach an agreement in the near time," Marta
Castello-Branco added.

The conditions remain the same and are related to the preshipment
inspection and exportation restrictions.

Castello-Branco added that the Fund would need to send another
mission to Chisinau to see whether these conditions were respected.

The IMF mission, which included experts in macroeconomy, monetary
and banking systems, finance and budget, studied on March 13-25 the
government programme and fulfillment of obligations needed for the
disbursement of the ordinary tranche from the credit within the
Poverty Reduction and Growth Facility mechanism.

Misiunea FMI, condusa de Marta Castello-Branco, consilier în Departamentul Europa-II, si-a încheiat miercuri, 26 martie, vizita de doua saptamâni la Chisinau fara a ajunge la un acord final cu Guvernul.

"Actiunile preliminare, ce se contin in proiectul Memorandumului de Politici Economice si Financiare convenit cu Fondul, nu au fost respectate", a declarat într-o conferinta de presa rezidentul FMI la Chisinau, Edgardo Ruggiero.

Expertii Fondului Monetar International au avut mari rezerve fata de politicile ce vizeaza "mediul de afaceri si situatia fiscala". Negociatorul principal al FMI în relatia cu R.Moldova, Marta Castello-Branco, consilier în Departamentul Europa-II, a declarat ca discutiile pe care le-au purtat la Chisinau misiunea au fost cele mai dificile din ultimii ani.

Nu s-a ajuns la un acord "nu numai din cauza inspectiei înainte de expeditie". "Am examinat întreg programul si am constatat ca unele decizii nu tin cont de aspectul economic si nu vom putea recomanda Consiliului de directori sa examineze chestiunea privind eliberarea transei urmatoare", a spus seful misiunii FMI. În opinia acesteia unele decizii deja adoptate sau care se afla în curs de examinare nu au acoperire financiara. Marta Castello-Branco s-a referit în context la reforma administrativ-teritoriala si intentia de a majora salariile functionarilor de stat.

Negociatorul principal al FMI în relatia cu Moldova a reprosat ca în bugetul pe anul curent nu au fost incluse mijloace pentru desfasurarea reformei administrativ-teritoriale. "Este oare aceasta o prioritate într-o tara saraca", a spus Marta Castello-Branco.

Întrebata când FMI ar putea examina chestiunea privind eliberarea transei de 25 USD din creditul Fondului pentru RM, Castello-Branco a spus ca FMI era gata sa aloce banii în decembrie 2002, însa Chisinaul nu si-a onorat angajamentele. "Înca mai asteptam ca sa fie îndeplinite conditiile. Mingea e pe terenul lor. Totul depinde de Guvern", a spus reprezentantului Fondului.

"Probleme pe care le-am mentionat implica decizii politice si nu credem ca se va ajunge la un consens în timpul apropiat", a spus Marta Castello-Branco.

Conditiile ramân aceleasi si vizeaza inspectia înainte de expeditie, restrictiile la export etc.

Marta Castello-Branco a mai spus ca FMI va mai avea nevoie de o misiune la Chisinau pentru a se convinge ca actiunile au fost respectate.

Delegatia FMI, din componenta careia au facut parte experti în cadrul macroeconomic, sistemul monetar si cel bancar, finante si buget au analizat în perioada 13-25 martie programul convenit cu Guvernul si îndeplinirea criteriilor de performanta necesare acordarii transei ordinare din creditul privind Mecanismul de Reducere a Saraciei si Crestere Economica.
