IMF TO RELEASE SECOND 12-MILLION-DOLLAR TRANCHE
IN LATE FEBRUARY
Chisinau-16.02.2001/13:58:37/(BASA-economic) The International
Monetary Fund (IMF) has confirmed in a letter to the National Bank
of Moldova (BNM) that the second tranche in the amount of 12
million dollars has been approved and will be released in late
February.
The tranche is part of the Poverty Reduction and Growth Facility (PRGF).
BNM deputy governor Veronica Bacalu has told BASA that the money
would be transferred on the central bank's accounts on February 28
in order to supplement the currency reserves. This procedure lasts,
as a rule, for two weeks since the approval of the ordinary
tranche, and - unlike the loan itself - does not need the approval
of the IMF Managing Board.
IMF decided to grant the second tranche from the 142-million-dollar
loan following the assessment of a mission in late January. The
mission reported that the Moldovan government has been acting in
accordance with its commitments concerning national economic and
financial policies.
Mission Head Richard Haas, adviser in the IMF European II
Department, was quoted as saying at the end of the visit to
Chisinau that policy implementation has been in line with the
December 1, 2000 Memorandum of Economic and Financial Policies and
that all the performance criteria for were observed - though the
figures were "very ambitious."
A final decision concerning the 110.88-million Special Drawing
Rights loan (approximately 142-144 million dollars), which is part
of the PRGF mechanism, was approved by the IMF Managing Board on
December 21, 2000.
The first tranche was disbursed at the end of 2000.

a Moldovei aprobarea transei a doua in suma de 12 milioane USD din creditul acordat in cadrul
Mecanismului de reducere a saraciei si crestere economica (PRGF).
Viceguvernatorul BNM, Veronica Bacalu, a declarat pentru BASA-press ca se asteapta ca banii sa fie
trecuti pe contul Bancii Nationale pentru completare rezervelor valutare la 28 februarie a.c..
Procedurile dureaza, de regula, doua saptamani dupa aprobarea transei ordinare care, spre deosebire de
creditul insusi, nu necesita decizia Consiliului Director al FMI.
FMI a hotarat sa acorde transa a doua din creditul de 142 de milioane USD, dupa ce o misiune a Fondului a
constatat la sfarsitul lunii ianuarie a.c. ca Republica Moldova respecta angajamentele asumate
prin semnarea Memorandumului cu privire la politica economica si financiara.
Seful misiunii, Richard Haas, consilier in Departamentul II pentru Europa, a declarat la
incheierea vizitei la Chisinau ca cifrele fixate pentru sfarsitul lunii decembrie care se refereau la
rezerva de stat si la cea valutara, la deficitul in numerar, la scaderea restantelor la salarii si
pensii, au fost indeplinite, chiar daca au fost foarte ambitioase.
Decizia finala privind acordarea creditului pentru R.Moldova in suma de 110,88 milioane Drepturi Speciale
de Tragere (aproximativ 142-144 mln USD) in cadrul Mecanismului de reducere a saraciei si crestere
economica a fost aprobata de Consiliul Director al FMI
la 21 decembrie 2000. Prima transa din acest imprumut a fost disbursata la sfarsitul anului 2000.
