IMF REPRESENTATIVE EVALUATES THE ACTIVITY OF BRAGHIS
GOVERNMENT

Chisinau-15.09.2000/16:55:56/(BASA-press) The Representative of the
International Monetary Fund (IMF) in Chisinau, Hassan Al-Atrash,
considers that the Braghis Government did a very good job
during its tenure, especially taking into consideration the
existing circumstances, which are lack of any external financing
and the devastating draught this year.

Hassan Al-Atrash mentioned in an interview to BASA-press, that the
monetary and fiscal policies promoted by the Government and
National Bank of Moldova are very good, in the first seven months
of the year the budget deficit on commitments basis was very
small, this being the reason why the exchange rate has remained
stable. He appreciated the effort of the Government to reform the
energy sector and the public sector and qualified as very good the
document regarding the Poverty Reduction Strategy, submitted for
discussions to the IMF and World Bank. "In April I would not have
imagined the macroeconomic situation being as good as it is today",
said the IMF resident representative.

With all successes registered by the Government, the situation in
the Republic remains very difficult, especially due to large
domestic and external debt payments. "I know that the population
does not yet see improvements, but I am sure that if policies
continue, economic growth and poverty reduction are around the
corner and the year 2001 will be much better than 2000", said Mr.
Al-Atrash.

In his opinion as compared to Russia and Ukraine, Moldova has very
good potentials, because here about US$100-200 million of
investments "can have an enormous effect". Moreover, Moldova has
very rich soil, and a tradition in wine production. It has free
trade agreements with its neighbors, very big human potential and
could serve easily as hub between Central and Eastern Europe.


 

REPREZENTANTUL FMI DĂ APRECIERI ACTIVITĂŢII GUVERNULUI BRAGHIŞ

Reprezentantul Fondului Monetar Internaţional (FMI) la Chişinău, Hassan Al-Atrash, consideră că Guvernul Braghiş a efectuat un lucru foarte bun în prioada activităţii sale, mai ales având în vedere circumstabţale existente, adică lipsa oricărei finanţări externe şi seceta devastatoare din acest an. 

Hassan Al-Atrash a apreciat, într-un interviu pentru BASA-press, că politicile monetară şi fiscală promovate de Guvern şi Banca Naţională a Moldovei sunt foarte bune, iar în primele şapte luni deficitul în bază de engajamente a fost extrem de mic, acesta fiind şi motivul pentru care rata de schimb se menţine stabilă. El a apreciat şi efortul Guvernului de a reforma sectorului energetic şi sectorul public şi a califitat ca fiind foarte bun documentul referitor la strategia de reducere a sărăciei, prezentat pentru discuţii FMI. “În aprilie nu m-aş fi gândit că situaţia poate fi atât de bună cum este astăzi”, a spus rezidentul FMI. 

Cu toate succesele întregistrate de Guvern, situaţia în republică rămâne a fi foarte dificilă, în special din cauza datoriilor interne şi externe foarte mari ajunse la scadenţă. “Ştiu că populaţia încă nu vede îmbunătăţiri, dar sunt sigur că dacă va continua promovarea aceleiali politici, creşterea economică şi reducerea sărăciei este foarte aproape şi anul 2001 va fi cu mult mai bin decât anul 2000”, a spus Al-Atrash.

În opinia sa, faţă de Rusia sau Ucraina, R.Moldova are perspective foarte bune, deoarece aici 100-200 milioane de dolari de investiţii “pot face un lucru enorm”. În plus, R.Moldova are un pământ bogat, tradiţii în agricultură şi în producţia vinului. Ea are acorduri de comeţ liber cu vecinii, un potenţial uman foarte mare şi ar putea servi cu uşurinţă drept punte între Europa Centrală şi de Est.
