APPROVAL OF A BUDGET WITH LOW INFLATION IS ONE OF
CONDITIONS FOR RESUMPTION OF EXTERNAL FINANCING TO MOLDOVA

consistent with low inflation is one of the conditions for the
resumption of external financing to Moldova.

The Representative of the International Monetary Fund (IMF) in
Chisinau, Hassan Al-Atrash, expressed concern regarding the
government's attempt to supplement with 221 million lei the budget
allocations for ministries and departments, operated during the
last sitting.

Hassan Al-Atrash declared that the draft submitted by the Finance
Ministry is good, because it stipulates the reduction of salary and
pension arrears by 100 million lei, the increase in real terms of
the allocations for the social sectors, it is conservative in its
assumption on privatization proceeds and stipulates measures for
collection improvement, especially from the large taxpayers.

The IMF Representative appreciated as beneficial the introduction
of the pre-shipment inspection, reduction of in-kind payments, as
well as the assistance to the agrarian sector. In his opinion, the
budget is consistent with low inflation and poverty reduction and
growth.

Still, Hassan Al-Atrash mentioned that the examination of the 2001
budget law is at a delicate stage, when the ministries press for
increase of expenditures. "I am sure that some requests to increase
expenditures are well motivated and there are attempts to
redistribute them in order to reflect the priorities of the
government, but we hope that the overall deficit will not be
modified, otherwise it will be difficult to finance it in a
non-inflationary way ", said the IMF representative.

In conclusion Hassan Al-Atrash said that IMF follows closely the
process of elaboration of the budget law for 2001, "which is the
most important measure for the prospective new three year
macroeconomic program". The approval by the parliament of a budget
consistent with a low inflation is one of the most important
conditions for the resumption of external crediting to Moldova by
the IMF, added the IMF representative in Chisinau,
Hassan Al-Atrash.

APROBAREA UNUI BUGET CONSISTENT CU O INFLAŢIE JOASĂ ESTE UNA DINTRE CONDIŢIILE RELUĂRII CREDITĂRII EXTERNE A RM

Reprezentantul Fondului Monetar Internaţional (FMI) la Chişinău, Hassan Al-Atrash, îşi exprimă îngrijorarea în legătură cu încercarea Guvernului de a suplimenta cu 221 milioane lei alocaţiile bugetare pentru ministere şi departamente, operată la ultima şedinţă. 

Hassan Al-Atrash a declarat că proiectul prezentat de Ministerul Finanţelor este unul destul de bun, deoarece prevede reducerea restanţelor la salarii şi pensii cu 100 milioane lei, majorarea în termeni reali a alocaţiilor pentru sectoarele sociale, este conservativ în ceea ce priveşte veniturile de la privatizare şi prevede măsuri pentru îmbunătăţirea acumulărilor, în special de la contribuabilii mari. Reptezentantul FMI a apreciat ca fiind salutabilă introducerea controlului înainte de expediţie, reducerea achitărilor reciproce, a plăţilor în natură, precum şi acordarea de asistenţă sectorului agrar. În opinia sa, Bugetul este consistent în ceea ce priveşte perspectivele de reducere în continuare a ratei inflaţiei şi implicit a sărăciei şi conţine premisele unei creşteri economice.

Cu toate acestea, Hassan Al-Atrash a arătat că examinarea Bugetului pentru 2001 este în prezent la o etapă delicată, când din partea ministerelor se exercită presiuni în sensul majorării cheltuielilor. “Sunt convind că unele cereri de majorare a cheltuielilor sunt bine motivate şi există multe încercări de a le redistribui pentru a reflecta priorităţile Guvernului, dar noi sperăm că deficitul general nu va fi modificat, în caz contrar acesta nu va mai putea fi finanţat într-un mod neinflaţionist”, a spus reprezentantul FMI. 

În concluzie, Hassan Al-Atrash a spus că FMI urmăreşte cu atenţie procesul de elaborare a Bugetului pentru anul 2001, “care este cea mai importantă măsură pentru următorul program de creditare de trei ani”. “Aprobarea de către Parlament a unui buget consistent cu o inflaţie joasă este una din condiţiile cele mai importante pentru reluarea creditării externe a R.Moldova”, a mai adăugat reprezentantul FMI la Chişinău, Hassan Al-Atrash,.
