IMF READY TO RESUME CREDITING

Chisinau, October 30 (INFOTAG). The International Monetary Fund
will de-block its crediting for Moldova right after the IMF
leadership approves the Memorandum of cooperation with this
republic, Mr Richard Haas, a high-ranked IMF official, told a
news conference here Monday. Himself and the Fund mission he is
heading are completing their 2 week long working visit to
Chisinau.

In his words, the first $12 million portion of a $150 million
credit may follow shortly after the December 18 sitting of the
IMF leadership. And the whole credit, which will be coming
tranche after tranche during three years, will be payable in 10
years at an interest rate of 0.5 percent p.a.

Prime Minister Dumitru Braghis said at the conference the
Memorandum does not stipulate any deviations from the agreed-on
reform course. To have the document approved, Moldova is
supposed to fulfil over 30 conditions, e.g. to pass the 2001
Budget, introduce excise stamps for imported cigarettes, pass a
law on enterprise bankruptcy, and other.

The International Monetary Fund froze its assistance for Moldova
a year ago after the republic had failed to approve the Laws on
the 2000 State Budget and on privatizing the wine and tobacco
sectors.

Braghis underlined that the Memorandum approval by the IMF will
trigger the resumption of financing by other financial
institutions and donor countries, and will allow to launch
negotiations on re-scheduling the external debts which Moldova
will be supposed to repay in 2001-2004.

The Premier believes this financing may be some $200 million,
and it will be used for raising pensions and for targeted
compensations. In his words, the United States is ready to
provide $4 million for these purposes, and the Netherlands --
$5-10 million.

The donation size will be crucial for deciding how many people
will receive the targeted compensations and allowances for those
elderly who get pensions less than 50 lei ($4) a month.

"If we receive the extra means, we will be able to partly cover
the expenditures born by the needy citizens at paying for
heating, electricity and water", Dumitru Braghis said.

Richard Haas supported the Government's measures aimed at
improving things in the social sector, at suppressing inflation
and controlling the budget deficit.

МЕЖДУНАРОДНЫЙ ВАЛЮТНЫЙ ФОНД ГОТОВ ВОЗОБНОВИТЬ КРЕДИТОВАНИЕ МОЛДОВЫ

Кишинев, 30 октября. (ИНФОТАГ). Международный валютный фонд (МВФ) разморозит линию кредитования Молдовы сразу после того, как руководство МВФ утвердит 18 декабря меморандум о сотрудничестве с Молдовой, заявил в понедельник на пресс-конференции глава миссии МВФ Ричард Хаас (Richard Haas),
находившийся с двухнедельным визитом в Кишиневе.

Как передает агентство "ИНФОТАГ", Хаас сказал, что первый транш в размере $12 млн. кредита из $150 млн. может быть выдан после заседания руководства МВФ, которое состоится 18 декабря.

Глава миссии МВФ отметил, что кредит в размере $150 млн. будет выдаваться на 10 лет траншами в течении трех лет под 0,5 процента годовых.

Премьер- министр Думитру Брагиш сказал, что меморандум не предусматривает изменения согласованного курса реформ.

Он отметил, что для принятия меморандума Молдова должна выполнить более 30 условий. Обязательства Молдовы касаются, в частности, принятия закона о бюджете на 2001 г., введения акцизных марок для импортируемых сигарет, принятия закона о банкротстве предприятий и т.д.

Брагиш заявил, что принятие меморандума между Молдовой и МВФ позволит возобновить кредитование со стороны других финансовых организаций и стран-доноров.

Как ранее передавал "ИНФОТАГ", МВФ приостановил кредитование Молдовы год назад. Причиной тому стало невыполнение республикой условий по принятию закона о бюджете на нынешний год в установленные сроки, а также отказ большинства депутатов принять законы о приватизации предприятий табачной и винодельческой отраслей.
