IMF READY TO OFFER MOLDOVA CREDITS TO FIGHT POVERTY 
UNDER 0.5 PERCENT INTEREST RATE

Chisinau-01.11.2000/10:20:50/(BASA-economic) The International
Monetary Fund (IMF) could offer Moldova within the next three years
a 150-million-dollar credit for 10 years to fight poverty under a
0.5-percent interest rate and a 5.5-year grace period.

The new agreement of cooperation, negotiated in the past two
weeks in Chisinau by the Moldovan government and the IMF mission
headed by Richard Haas, will be financed within the Mechanism for
of Poverty Reduction and Growth.

A final decision on the program is expected to be taken by the
IMF Board of Directors on December 18. To get this financial
support, Chisinau must approve the 2001 budget until November 18.

According to a government spokesman, among the long-term targets
stipulated in the program are the 5-percent economic growth,
reduction of the state's internal debts, decrease of the
inflation rate down to 10 percent and halt of the deficit rise in
the current balance of payments.

The government also vowed to continue implementing the program of
structural reforms, in particular to consolidate the legislative
framework, restructure the companies with big debts to the budget,
complete the privatization program and consolidate the land market.

The program also sees a reduction in the salary and pension arrears,
as well as a real rise in the expenses for the health and
education sectors.


FMI ESTE GATA SA ACORDE REPUBLICII MOLDOVA CREDITE PENTRU ERADICAREA SARACIEI LA O DOBANDA DE 0,5%

Chisinau-01.11.2000/10:20:50/(BASA-economic) Rata dobanzii la creditul de 150 mln USD, ce ar putea fi acordat de catre Fondul Monetar International (FMI) Republicii Moldova pentru eradicarea saraciei in urmatorii trei ani, ar putea fi de 0,5%, cu termenul de rambursare de 10 ani si o vacanta de 5,5 ani.

Noul acord de colaborare, negociat in ultimele doua saptamani la Chisinau intre Guvern si
Misiunea FMI, condusa de Richard Haas, va fi finantat in cadrul Mecanismului de Reducere a
Saraciei si Crestere (MRSC).

Decizia finala privind aprobarea acestui program pentru RM va fi luata la sedinta Consiliului
Executiv al FMI, preconizata pentru 18 decembrie 2000. Ca sa obtina acest suport financiar
Chisinaul trebuie sa aprobe legea bugetara pentru anul viitor pana la 18 noiembrie.

Potrivit unui comunicat al Serviciului de presa al Guvernului RM, obiectivele pe termen mediu
stipulate in Programul mentionat sunt cresterea economiei nationale anuale cu 5%, reducerea
datoriilor interne de stat, rata anuala a inflatiei de pana la 10% si stoparea majorarii
deficitului contului curent al balantei de plati. De asemenea Guvernul s-a angajat sa desfasoare
in continuare programul de reforme structurale, inclusiv sa consolideze baza legislativa, sa
restructureze companiile care au mari datorii fata de buget, sa finalizeze programul de
privatizare, sa consolideze piata funciara.

Programul dat mai prevede reducerea restantelor salariale si pensii, precum si o crestere reala
a cheltuielilor in sectoarele ocrotirii sanatatii si invatamantului.
