MOLDOVA GAINS CHANCES TO RESCHEDULE DEBTS THAT
MATURE NEXT YEAR

Chisinau-09.08.2001/13:29:00/(BASA-economic) Moldova has gained
realistic chances to reschedule the payment of some 70 million
dollars in foreign debts that mature next year, Richard Haas,
advisor in the IMF's European II Department, said on Wednesday.

Haas told a news conference that he would personally defend Moldova
before the Paris Club of Creditors in a bid to persuade the lenders
to reschedule the foreign debt for the next year, or cancel a part
of the debt.

The news conference was organised in connection with the end of the
assessment visit of an IMF mission. During this visit, the IMF
representatives reached an agreement with the Chisinau government on
resumption of assistance for Moldova.

However, Haas stressed that a final decision on resumption of the
assistance must be approved by the IMD Board in late October or
early November, during bilateral talks with the Paris Club.

Premier Vasile Tarlev showed his optimism that the bilateral
negotiations on reschedule of foreign debt would be successful,
after the IMF agreed to resume financing for Moldova.

Tarlev emphasized that groups of government experts were already
assigned to work out a strategy of talks with every creditor
separately. He said these negotiations would begin in the near
future.

Moldova will have to pay next year 178 million dollars for the
service of the foreign debt, or twice more than this year.

The foreign public debt of Moldova amounted early this year to 1.01
billion dollars, the National Bank of Moldova said. Some 48.5
percent of this amount must be paid to the World Bank, International
Association for Development and European Community, and the
International Monetary Fund - the biggest creditors of Chisinau.

Republica Moldova are sanse reale sa restructureze achitarea a circa 70 mln USD din serviciul datoriei externe pentru anul viitor, a opinat ieri Richard Haas, director regional la Fondul Monetar International (FMI).

Richard Haas a mentionat ieri intr-o conferinta de presa ca personal va pleda cauza RM in fata Clubului creditorilor de la Paris in favoarea restructurarii datoriei externe pentru anul viitor, fie prin reesalonare, fie prin anularea unei parti a datoriilor.

Conferinta de presa s-a desfasurat in legatura cu incheierea vizitei de evaluare a Misiunii FMI, la finalul careia reprezentantii Fondului au ajuns cu Guvernul de la Chisinau la un acord de reluare a finantarii RM.

"Decizia finala in problema restructurarii unei parti a datoriilor externe urmeaza sa fie luata in cadrul unor negocieri bilaterale cu creditorii de la Paris", a precizat Richard Haas.

Premierul Vasile Tarlev a declarat cu optimism ca negocierile bilaterale de restructurare a serviciului datoriei externe vor fi rezultative, dupa ce FMI si-a dat acordul sa reea finantarea RM.

Vasile Tarlev a precizat ca echipe de experti guvernamentali au fost deja abilitati sa elaboreze strategia negocierilor cu fiecare creditor in parte si ca in viitorul apropiat aceste negocieri vor incepe.

R.Moldova va trebui sa plateasca in anul viitor pentru serviciul datoriei externe 178 milioane USD, de circa 2 ori mai mult fata de anul curent.

Datoria publica externa a Republicii Moldova constituia la inceputul anului curent 1,01 miliarde de dolari SUA, potrivit datelor Bancii Nationale a Moldovei. Cu o cota de 48,5% din total, cei mai mari creditori sunt Banca Mondiala, Asociatia Internationala pentru Dezvoltare si Comunitate Europeana si Fondul Monetar International.
