IMF ADDED CERTAIN CONDITIONS ON RESUMPTION OF
MOLDOVA'S FOREIGN FINANCING
Chisinau, May 22 /Moldpres/ - In order that the IMF Board of
Directors sitting scheduled for July 10, this year passes the
decision over the resumption of the foreign financing of the
Republic of Moldova, the Government is to implement, till June
15, this year, certain measures ruled during the negotiations
held in Chisinau.
Affirmations in this respect made Moldovan Premier Vasile
Tarlev and head of the IMF Mission in Moldova Marta
Castello-Branco, within a Wednesday press conference, in the
conclusion of the mission's visit.
Vasile Tarlev mentioned that the above conditions refer to
the signing and promulgation of the Civil Code adopted by the
Parliament, including the fulfilment of the obligations
undertaken by the Moldovan Government before the WB for the
accord on SAC-III loan.
According to the Premier, in order to overpass the
dissensions in interpretation of the Moldo-Russian accord on
deliveries of the natural gas, the sides agreed on the fact that
the Executive is to rule a decision, which will exclude the
issuing of Government's guarantees for the foreign debts
allocated to the economic agents, including those with the energy
sector.
At her turn, head of the Mission stressed that Supplement to
the Memorandum signed by the Moldovan Government in November
2000, is to be subjected to an additional examination, as it is
the first step till the presentation of the documents to the IMF
Board of Directors.
Marta Castello-Branco underscored that the Mission has
reservations in regard to certain stipulations of the Civil Code,
underlining the fact that Government is obliged to alter these
onces in order to comply them with the international standards as
to coincide with the principles of the market economy.
The IMF mission expressed satisfaction about promotion of
certain monetary and fiscal policies carried out by the National
Bank of Moldova and the Cabinet, at the same time, the IMF
experts are worried about the recent increase in salaries for the
employees with the social sector, without the necessary financial
covering.
Thus, Marta Castello-Branco undersored that in case the IMF
Board of Directors, on July 10, is to rule a decision favouring
the Republic of Moldova, the next trance of the credit will be
immediately disbursed, the second, in September, after the
fulfilment of certain additional conditions.
It is to mention that the IMF Mission led by Marta
Castello-Branco paid a working visit to Moldova within May 14-22,
in order to monitor the economic and financial policies of the
Cabinet and establish if these onces correspond to the previsions
of the Memorandum on mechanisms for poverty reduction and
economic growth passed in December 2000.

PROMIS FMI-ULUI UN SIR DE AMEDAMENTE LA CODUL CIVIL IN CORESPUNDERE CU
EXIGENTELE ECONOMIEI DE PIATA Chisinaul s-a angajat
in fata Fondului Monetar International (FMI) sa opereze un sir de modificari la
Codul Civil, adoptat recent de Legislativ, in vederea corelarii acestuia cu
exigentele economiei de piata si sa nu admita in viitor acordarea unor garantii
de stat la incheierea acordurilor bilaterale.
Intelegerile s-au facut in cadrul negocierilor
dintre Executiv si o misiune a FMI, condusa de noul negociator principal al
Fondului cu Republica Moldova, Marta de Castello Branco, care si-a incheiat
astazi vizita de o saptamana la Chisinau. Sefa misiunii a declarat in cadrul
unei conferinte de presa ca mai multe prevederi ale Codului Civil, in special
cele cu referire la principiile functionarii unei economii de piata, au trezit
ingrijorari membrilor misiunii, fara a specifica care sunt acestea. Marta de
Castello Branco a precizat insa ca Guvernul s-a angajat sa asigure modificarea
punctelor vulnerabile ale documentului pana la promulgarea lui de catre seful
statului, astfel incat varianta finala a Codului sa ajunga la FMI pana la
mijlocul lunii iunie, aproximativ cu o luna inainte de sedinta Bordului FMI,
programata pentru 10 iulie a.c.
Marta de Castello Branco a incurajat politicile
financiar-monetare promovate de Chisinau. Pe de alta parte, sefa misiunii a spus
ca FMI priveste cu suspiciune deciziile guvernului privind majorarile salariale.
"Nu putem sustine majorarile la salarii care nu dispun de acoperiri bugetare,
intrucat acestea determina instabilitatea politicilor fiscale", a constat
expertul FMI. Intr-un stil metaforic, sefa misiunii a remarcat ca este mult mai
prudent ca salariile sa fie marite maine, dar substantial.
La randul sau, premierul Vasile Tarlev a subliniat
ca Executivul s-a angajat sa adopte un act legislativ separat prin care sa nu
mai admita pe viitor asumarea unor datorii de stat, dupa cum s-a procedat in
cazul Acordului interguvernamental moldo-rus cu privire la livrarea gazelor
naturale. Premierul a precizat, de asemenea, ca o cerinta importanta pentru
reluarea finantarii FMI este disbursarea primei transe a creditului SAC-III al
BM.
In baza intelegerilor la care s-a ajuns la Chisinau,
FMI si Executivul moldovenesc vor incheia un supliment la Memorandumul semnat la
sfarsitul lui 2000, care va continua, in principiu, directiile prioritare ale
programului de reducere a saraciei si de crestere economica. Daca va obtine
acordul FMI, Chisinaul va intra primi o transa de 30 mln USD din creditul de 142
mln. USD la mijlocul lunii iulie, iar urmatoarea transa ar putea fi disbursata
deja in toamna anului curent.
