THE GOVERNMENT MUST FULFILL, TILL JULY 21ST, A SERIES OF REQUIREMENTS TO OBTAIN FINANCING FROM IMF

Head of the International Monetary Fund (IMF), conciler of the Europe II
Department, Marta Castello Branco, declared on Wednesday to the press that the
Republic of Moldova "will obtain the next tranche of the loan only if, till
July 21st, will fulfill three preliminary conditions agreed upon with the
Government in the frames of the present visit", AP FLUX informs.

IMF representative referred to removal of export restrictions, to implement
the inspection before the expedition and to adjust the State Budget and the
Social Fund to the economic situation. "When they will fulfill these
conditions, the IMF executive council is going to discuss in September
resumption of financing for the Republic of Moldova, after which, during the
same month, will be allocate the credit tranche, of approximately 15 million
dollars, and till the end of the year - a similar tranche", Castello- Branco
said.

According to her, "IMF-the Republic of Moldova relations will not be
interrupted" even if the Government will not fulfill the agreed upon conditions.
"There will be needed a consulting visit that will agree upon a new financing
program so that the relations be continued. This way, the present program will
be stopped, and the financing resumption will be possible only in the next
year", Castello-Branco underlined.

She states she remained discontented because of a series of actions of the
rule from Chisinau, but "she hopes that the Government will improve the
situation". The head of the IMF mission characterized the return to districts
"as a step backwards".

IMF blocked financing for the Republic of Moldova after, in July 2002, the
Government benefited of a credit in value of over 9 million SDR (12.3 million
dollars). The Monetary Fund stopped financing on the reason that "the
Government did not fulfill all the conditions stipulated in the agreement",
taking away from the Republic of Moldova the possibility to get the fourth part
of the credit tranche, in value of 25 million dollars planned for December 2002,

Seful misiunii Fondului Monetar International (FMI), consilierul Departamentului Europa II, Marta de Castello Branco, a declarat miercuri presei ca Republica Moldova "va putea obtine transa urmatoare a imprumutului doar daca va indeplini, pana al 21 iulie, trei conditii preliminare convenite cu Guvernul in cadrul vizitei actuale".

Reprezentantul FMI s-a referit la inlaturarea restrictiilor la export, la implementarea inspectiei inainte de expeditie si la ajustarea Bugetului de Stat si a bugetului de asigurari sociale la situatia economica. "In cazul indeplinirii acestor puncte, consiliul executiv al FMI urmeaza sa discute in luna septembrie reluarea finantarii Republicii Moldova, dupa care, in aceiasi luna, va fi alocata transa de credit, de aproximativ 15 milioane USD, iar pana la finele anului - o transa similara", a spus Castello Branco.

Potrivit ei, chiar daca Guvernul nu va indeplini conditiile convenite, "relatiile FMI-Republica Moldova nu vor fi intrerupte". "Totodata, pentru continuarea relatiilor va fi necesara o vizita de consultare care va conveni asupra unui nou program de finantare. Astfel, programul actual va fi stopat, iar reluarea finantarii va fi posibila doar in anul viitor", a accentuat Castello Branco.

Ea sustine ca a ramas nemultamita de mai multe actiuni ale puterii de la Chisinau, dar "spera ca Guvernul va redresa situatia". Seful misiunii FMI a caracterizat revenirea la raioane drept "un pas inapoi".

FMI a blocat finantarea Republicii Moldova dupa ce, in iulie 2002, Guvernul a beneficiat de un credit in valoare de peste 9 milioane DST (12,3 milioane USD). Fondul Monetar a sistat finantarea pe motiv ca "Guvernul nu a indeplinit toate conditiile stipulate in acord", lipsind Republica Moldova de ce-a de-a patra transa a creditului, in valoare de 25 milioane USD, preconizata pentru decembrie 2002.
